COMPETITION RULES:
Registration:
ARTICLE 1: In keeping with the general approach of the project, which proposes to open up
the space between artistic disciplines, Marseille-Provence 2013 wishes its communications to be based on creative and artistic propositions. In this context, the present competition for the
creation of the logo the graphical charter for Marseille-Provence 2013, European Capital of Culture, is open to a wide range of professionals: creators, visual artists, photographers,
designers, graphic artists, illustrators, typographers and advertising agencies, either as individuals or collectively etc.
ARTICLE 2: To participate at the competition, you must establish a file (in French or in
English) comprising:
1. The on-line registration form (on the website of Marseille-Provence 2013) which, when
completed, will assign the applicant a file number.
2. A presentation of the applicant through previously completed projects, contained on a minimum of three A3 sheets and no more than five A3 sheets (on plain paper and with
references to a website on which previous work can be consulted).
3. An initial proposal, presenting the applicant’s concept, orientations, and approach to a logo and graphic identity for the Marseille-Provence 2013, European Capital of Culture project.
4. The reverse side of each sheet comprising the file must bear the following: the name, address and telephone number of the applicant, and the file number obtained on registration. If the logo
project is a collaborative work by several artists, the names of the different individuals involved must be shown on the reverse side of the sheets. The name of the principal person responsible for
registration must also be shown.
5. A version of the project on digital media.
6. A printout of the PDF version of the present rules signed on each page. Incomplete files will not be admitted. The organisation shall not be held responsible in case of loss, theft or damage to files during
transmission.
The costs of shipping the documents and any customs clearance fees are payable the shipper. Marseille-Provence 2013 will refuse to accept any documents sent with a declared value on
which customs duties remain to be paid. To avoid customs fees, the outer packaging must bear the wording: printed matter, without commercial value (“imprimés, sans valeur commerciale »).
Marseille-Provence 2013 will acknowledge reception of all files received by mail.
Short-listed files will be kept at the premises of the Marseille-Provence 2013 Association. Files
that are not admitted will not be sent back..
Deadlines for reception of files:
ARTICLE 3: File must be received at last on the 15 September 2009, at 17:00 (Paris local
time) as attested by the postmark, to the following address:

Shortlist:
ARTICLE 4: Projects will be short listed by an artistic committee between the 16 and 20
September 2009.
ARTICLE 5: The artistic committee will be responsible for recommending a short-list of no more than 6 projects to the Marseille-Provence 2013 team. Applicants whose projects have been
short-listed by Marseille-Provence 2013 will be informed by post, e-mail or telephone at last on 21 September 2009.
Final Selection:
ARTICLE 6: Short-listed applicants will be invited to establish a further file to be submitted at
last on 15 October at 17:00 (Paris local time) as attested by the postmark, to the following address:

Any proposals sent after this date will be refused.
This file will comprise the following elements – With regard to the logo: the final version
- With regard the graphical charter:
• a presentation of all the visual elements that will be used for publicity purposes
(typography, colour code, page-layout devices, identifying formats for publicity and advertising media),
• one model of a poster for an event intended for the general public
• one inside page of a brochure.
• proposals for objects and/or creative communications concepts not normally used in traditional communications media.
ARTICLE 7: Between the 16 and 20 October 2009, short-listed applicants will be required to
present their project orally before the artistic committee and to the Marseille-Provence 2013 management team. The management of Marseille-Provence 2013 will then announce the winner
to the Board. The Marseille-Provence 2013 Association is responsible for organisation and all the costs
incurred with regard to travels.
Prizes:
ARTICLE 8: Applicants who are not selected will not be compensated for their participation in
this competition. Short-listed applicants will receive €2,000 to finalise and present their project to the MarseilleProvence
2013 management team.
ARTICLE 9: The winner will receive a prize of €40,000 for the logo and the graphical charter. He will be informed by post, e-mail or telephone at last on 21 October 2009.
ARTICLE 10: The winner undertakes to copyright the logo and the graphic identity presented in the context of the present competition. Without prejudice to their moral rights, the winner
shall expressly transfer the intellectual property rights associated to their work to Marseille- Provence 2013. This transfer is agreed exclusively until 31 December 2014.
Obligations of the winner:
ARTICLE 11: The winner undertakes to be present at a press conference presenting the logo
and the graphical charter. The Marseille-Provence 2013 Association is responsible for organisation and all the costs incurred with regard to travel.
ARTICLE 12: The application of the graphical charter, which may be entrusted to the winner or
to a local agency, or be handled internally. The winner agrees to undertake any travel that may be required until the end of 2013 to meet
with the agency or team responsible for implementing the graphical charter; such travel will be paid for by Marseille-Provence 2013. The Marseille-Provence 2013 Association will be
responsible for organisation and all the costs incurred with regard to travel.
Cancellation of the competition:
ARTICLE 13: The Association reserves the right to suspend the consultation process and to declare the invitation for proposals terminated at either of the two stages (short list or final
selection) in the event that the number and quality of the responses should fail to meet the quality standards of Marseille-Provence 2013.
