A. Willaume: Košice have great potential to become capital of culture

Alain Willaume – photographer and freelance journalist, member of French group of photographers Tendance Flou, an independent curator and photography teacher discipline in Strasbourg school of art. His unusual work develops the wavelength with the whole world, which crosses and occurs several years. Under the influence of long journeys abroad and outside the mainstream, worked on cartography made ​​of mysterious images that speak of violence and vulnerability of people living in the world. Renowned Gallery VU sells copies of his photographs not only in Paris and in France, but also worldwide. At the invitation of Košice 2013, n.o. within the Košice A.I.R. (artists in residence – the artists in residence) visited this peculiar photographer this spring and in Košice. How did you feel stay in Kosice? I enjoyed being there. Kosice seemed to me a warm-hearted city with a promising future that you can specially feel amongst its young people. I hope this will grow even further and that the conservative forces will not harm its cultural development. Generosity and boldness are critically vital in today’s world and I felt that these two qualities were potentially here amongst the people and the places I came across during my stay in the town. Also, I felt Kulturpark was an exciting institution, and the Kasarne/Kulturpark a place full of energy and creativity. Furthermore, the visitors I met there seemed to equally enjoy it as a space of freedom, discovery and friendship. How do you impress Kosice, people, environment, artists …? I have had a great welcome from the people responsible for my residency, being the French officials from the cultural department of the Embassy of France in Bratislava and the Alliance française who invited me in Kosice, and also from Miroslava Grajciarova and Ludwig Henne who took me around at Kulturpark. Regarding my work there, I have been very well assisted by Lena Jacubcakova. She was always here when I needed help in contacting people, finding places, etc. I made a presentation of Tendance Floue at the Library of Kosice and I gave a lecture at the department of Aesthetics and Art History of the University of Presov. Among other artists, I had notably interesting discussions and exchanges of informations and ideas with Pavel Maria Smejkal, the leader of the Photo Art Centre Association, Miso Hudak, the co-author of KSC, an innovating alternative guide book on Kosice and with Tomas Timko an art student of the University of Presov. I suppose you photographed. What specifically? I created 3 series of photographs : – a series of approximately 30 portraits called ‘The Warm-Hearted” in Kosice – a series of B&W landscapes made along the Slovak-Ukranian border – a series of urban landscapes made in the city of Kosice As influenced your artistic creation stay in Kosice? My residency in Kosice allowed me to continue to work on some of my main photographic obsessions: – the hidden portraits, – the symbolics of lands ends, edges of the world and other various types of representations of geographical, political or mental borders, – the notion of fiction in architecture.  Where we see photos that arose in Kosice? By the end of May everything should be ready to be shown. But for the moment I do not know yet how the exhibition prints or publication will be produced and where and when they will be shown in Kosice. I hope very soon…  Some images shot during this residency should be shown this Summer at the Rencontres d’Arles Festival and in the « NoMad » issue, a magazine about to be published in October by Tendance Floue and the Democratic Books Publisher Would you like to sometime in the future to return to the Kosice? I do hope I will come back in the future. I have, together with my collective of photographers Tendance Floue, new projects to be developed in Kosice and we hope that Kosice will be one of our favourite future destinations. We would be also very happy if this project helps building new strong links with the cultural partner city of Marseille. Do you think that Kosice is town of culture? I think that Kosice has a great potential to be a cultural capital city. Energy and expertise are here, generosity and boldness also. These are all the needed keys for a brilliant future. Hauschka in the barracks

On Friday, 25 th february, a great pianist Hauschka (Volker Bertelmann) visited our Kasarne/Kulturpark, and he demonstrated his creative arts also to audience in Kosice.He prepared piano (In layman’s terms – it means giving various everyday items – tape, file clips, lids, ping-pong balls,… into the piano) and created so many new sounds and musical creations, which were appreciated by an enthusiastic audience applause. It was his first visit in Kosice and in Slovakia at all, and so delighted the audience in the Kasarne/Kulturpark with one special piece more at the end.

The first formal monitoring of the project Košice ECOC 2013

At the end of last year, representatives of non-profit organization Košice 2013, together with the newly elected Mayor Richard Raši attended the first formal monitoring of the project the European Capital of Culture 2013 in Brussels. Formal monitoring during implementation of the project European Capital of Culture in general is doing twice. Conclusions from it is reported by the Monitoring Panel to the European Commission.

First monitoring was focused especially on the program as Kosice ECOC, the phase of preparation and its European dimension. Commision highly appreciated work of the team, the amount of work the phase of preparation of projects that have been achieved despite the limited amount of financial and personnel resources. The panel also praised the stable structure of project management, despite the political changes at local and national level. For the Panel is very important that the newly elected mayor and city authorities maintain continuity, and recommends to continue supporting the team and focusing on the main role, thus artistic programming of 2013. For the positive contribution  the Commission also considered creating a coalition called 2013 +, as a suitable partner for project management.

Zora Jaurová, Artistic Director, Košice 2013, “The key is that the monitoring panel and the European Commission considered the phase of preparation as satisfactory, even more than there was expected. This is our great satisfaction for the huge amount of work people have done in Kosice. Now we have to continue the pace and started to add more.. “

Based on the report by the Monitoring Panel Košice fulfilled its commitments and they acted according to the recommendations of the jury and advisory committee. No later than eight months before the event, the monitoring panel will meet again with representatives of non-profit organization and mayor in order to assess the preparatory work carried out and map the tasks to be fulfilled. Commission give to the cities Melina Mercouri Prize, provided that they fulfill everything that was committed during the selection phase, and that adequately respond to the recommendations issued.

On Wednesday, 9th February 2011 culminated a residential stay of Silvia Reno (young artist from Marseille), who accepted the invitation of nonprofit organization Košice 2013, and creatively transformed the historic hall of Gallery in Košice. This hall in the past used to be representative assembly hall of the former County house. In its illusive arcades are located emblems of former Abov Turnian county, as well as some painted emblems of cities and villages, there was also announced Government program of  Kosice. The artist has concentrated mainly on the piano, which dominates the room and during the opening ceremony  presented her work “Do not shoot the pianist.” The exhibition was open on 9th February in the Gallery on Main street 27 in Kosice, which is the major partner of this event. The exhibition runs until 03/04/2011.

Since 2001 he has worked with thousands of creative enterprises, across all creative disciplines and of varying sizes. His strategic portfolio includes the development of numerous trans-national creative sector enterprise projects, EU policy interventions and creative renewal projects which help regenerate towns, cities and rural places.   Bernd Fesel (Germany) Creative Industries Advisor for the European Capital of Culture Ruhr 2010 works as an independent cultural events organiser and cultural policy advisor in Berlin and Brussels. He is the owner of the Gallery Fesel, founded in Düsseldorf in  1977, which was renamed as Fesel Modern Art in 2005. He studied Economics and Philosophy in Heidelberg and Bonn from 1983 to 1990 and graduated with an economist degree. In 1995 he became working group member within the Federal Association of German Galleries (Bundesverband Deutscher Galerien – BVDG), from 1996 to 1997 he was board member of the BVDG, from 1997 to 2003 Managing Director. Bernd is a honorary spokesperson of the German Council for the Visual Arts, board member of the German Council for Cultural statistics, chairman of the expert committee “Taxes” in the German Arts Council. From year 2007 Bernd is the Creative Industries Advisor for the European Capital of Culture Ruhr 2010; Deputy Director ECCE – European centre for creative economy; Advisor of the German UNESCO Commission and the German Federal Foreign Office; Member of the advisory board of the Bundesakademie Wolfenbüttel   Georg Flachbart (Germany/Slovakia) Director/mind(21)factory is action philosopher and director of mind(21)factory for Knowledge Engineering and Knowledge Design Stuttgart, Berlin. From 1968-73, he studied philosophy, psychology and formal logic at Charles University in Prague  – PhD in 1974 – and worked later as a scientific assistant in the Department of Philosophy of Science at the Institute of Philosophy and Sociology of the Slovak Academy of Sciences in Bratislava. Since 1980, he has been living in Germany where he worked mainly as a writer, director and producer in the fields of audio-visual media, theory of architecture, and the performing arts. His work has won numerous Gold, Silver, and Bronze Awards at the international media competitions in NYC, Chicago, Hamburg. He currently represents the Stuttgart Economic Development Department / Kreativwirtschaft in the ECCE Innovation Committee of Experts, a project supported by the European Commission.   Bernd Hartmann (Germany) The City of Stuttgart/Project manager Bernd studied Journalism, Literature and Business Studies in Germany and Canada. After positions in a regional innovation agency in Stuttgart and a consultancy firm in Berlin he started working for the Economic Development Department of the City of Stuttgart as Project Manager Creative Industries in 2008. He is also currently working on his PhD in communication studies and is a fellow in the UNESCO Capacity Building Programme “U40- Cultural Diversity 2030″   Štefan Klein (Slovakia) Head of Design department,  designer/ Academy of fine arts and design in Bratislava Štefan Klein is a successful university professor and renown designer. He cooperates with various producers of transportation machines in Slovakia and abroad: VolksWagen, Audi, BMW, Ford, Johnson Controls. Since 1993 he manages the Transport Design Department at the Academy of fine arts and design in Bratislava. He gained National price for design 97 – Locomotive engine R 755 and Banič price 99 (Council for patents and inventions) – LEA, light electric automobile. He is an author of various designer projects focused on transportation.   Radoslav Kutaš (Slovakia) Expert/ Media Institute After Broadcasting Council where he was deputy on the programming department he used to work at The Ministry of Culture as a head of the Media division. Currently he works as an independent expert specializing on media, partially focusing on advertising and digital broadcasting. He also lectures at the Academy of fine arts in Bratislava.  Co author of various publications, lectures, and member of various expert groups.   Bastian Lange PhD. (Germany) Post-Doc Researcher and Project manager/Leibniz-Institute for Regional Geography Leipzig Bastian Lange holds a Ph-D (Dr. phil.) in Geography. Since 2006 he has been a post-doc researcher and project manager at the Leibniz-Institute for Regional Geography Leipzig. In her bread winning job she runs winnovation (www.winnovation.at), an international research and consultancy firm specialized on open and distributed innovation methods based in Vienna.  She is a member of the EU Expert Panel on Services Innovation, which consults the European Commission on services innovation issues and has studied at Harvard University (MPA), MIT and at the University of Vienna (Ph.D. in Science).   Claire Newman (France) ECCE Innovation project manager/Nantes Métropole Claire Newman is the Lead Partner Coordinator for the ECCE Innovation Project and part of the Economic Development and International Affairs team of Nantes Métropole in France. She worked on the initial development of the ECCE project and is subsequently now coordinating the project and its European partners. A British national, she has 15 years experience in European regulatory affairs and project management in both the private and public sectors in Brussels, Paris and Nantes.   Lasse Paananen (Finland) CEO of Ideone Ltd. Lasse Paananen works currently as a CEO of Ideone Ltd. Ideone is a leading Finnish company working in the field of developing tools and methods to make companies more innovative. Ideone provides services for inventive companies, development organizations, and local, regional and national governments. Currently Lasse works as a Director of Creative Tampere programme which is the largest regional creative economy development programme in Finland. Ideone manages also Creative Industries Finland (CIF) which coordinates the national development program for business growth and internationalization in the creative industries, a program directed by the Finnish Ministry of Education.   Andrea Redi (Austria) Principal/ ORTLOS Space Engineering Andrea Redi is principal of ORTLOS Space Engineering based in London and Graz, founded by Ivan Redi and Andrea Redi in 2000 as a network of interdisciplinary partners. ORTLOS Space Engineering is an immersive spaces design studio, which is developing innovative environments as a new channel for engaging with communities, reaching end-users, and build spatial experiences. Our main design competence is translating 21 century technologies into spatial systems With their strong commitment to working online, ORTLOS has focused on expanding classical architectural tasks by simulating virtual environments to be applied to future realities and by using cutting-edge computer technologies. Their work has been published and exhibited worldwide, including at the Venice Biennale in 2000. They are currently teaching at Graz University of Technology, Bartlett University College London, and lecture around the world. Jan Runge (Belgium) Manager for international projects/KEA European Affairs is Manager for International Projects. He gained seven years of experience in media, culture and technology consulting and has developed a profound understanding of the European cultural and creative sectors and related policy making. Jan has conducted consulting assignments for clients as varied as the European institutions, national ministries, support agencies and creative companies. After starting out as a researcher for a R&D unit at Deutsche Telekom in Berlin he worked as a research analyst with a media strategy consultancy in London. He then gained experience in the public sector, working for a regional innovation agency in Stuttgart (MFG Baden-Württemberg). He holds an MSc from the London School of Economics and a BA from the Liverpool Institute for Performing Arts. He speaks English, German and French. Željko Martin Sampor (Slovakia) EU and International Affairs Senior Consultant/ PubRes s.r.o. Used to represent Slovakia as an expert in various  EU and international organizations such as WIPO (World Intellectual Property Organization), various Copyright and Media expert groups of the EU Council and the European Commission, Council of Europe Media Steering Committee (and various expert committees), UNSECO, etc.  Currently works as an independent consultant specializing in Copyright (EU and USA) and Media matters.   Aurel Sloboda (Slovakia) Professor/Technical University in Košice, Faculty of Mechanical Engineering Professor in the field of Technology and innovation of the agricultural and forestry production at the department of safety and quality management of the Faculty fo Mechanical Engineering. He graduated the Faculty of mathematics at the University of agriculture in Nitra (1974). He finished his PhD in year 1988, and was nominated for professor in 2005. He is author of more than 150 scientific and expertise works published in Slovakia and abroad and co-author of 2 patented inventions and several innovative schemes. He has been involved in several research and grant projects and co-author of 3 monographs and 3 lecture books. He is a member of several research councils and editorial boards of scientific and specialised magazines and permanent member of the department of agriculture technology, construction and energy of the Slovak academy of the agricultural science and member of Slovak academy of science.

SHAPING THE FUTURE „Creativity and innovation as an engine of growth for the cities and the region of Eastern Slovakia” This conference is being organised under the auspices of the Representation of the European Commission in Slovakia. What is “creative” industry? At the conference “Creative, cultural industry – a new growth factor in the EU?”, held in December 2007 in Brussels, creative industry was defined as a multi-layered marketing segment, which includes cultural industry, more or less defined as; visual arts, dramatic art, musical art, cultural heritage, television and radio broadcasting, cinema, audiovisual, computer and console games, book publishing (including advertising) design and architecture linked to associated areas, such as the production of hardware, mobile phones, MP3 players etc.  A net share of more than 2.3% of EU GDP in 2003 came from creative industry . The turnover from creative industry in 2003 was more than 100 billion Euro more than turnover in the ICT industry (Information and Communication Technology) and 350 billion Euro more than the automobile industry. According to the study “Interactive Content and Convergence – Implications for the Information Society”, published on 25 January 2007 by the Directorate General for Information Society and Media (part of the European Commission) (covering EU 25) revenues will rise from online content  more than fourfold from 1.8 billion Euro in 2005 to 8.3 billion Euro in 2010. source: www.ciforum.sk/priemysel.html   Promoting creative industry in the Eastern part of Central Europe is a very new initiative Our Aims are to: Introduce examples of projects and strategies in creative industries being developed throughout Europe, their models and their impact on those cities and regions. Bring together local partners and introduce them to the experiences of other cities and regions as well as demonstrating the link between a creative economy and our own development. Point out the problems of enforcing intellectual property rights, one of thevital subjects for the development of creative economy. Introduce people whose experience and creativity has contributed to the development of business and industry in their regions.   One of the main issues concerning the development of creative industry in Košice and, at the same time, the crucial investment made within the project Košice INTERFACE 2013, is the creation of a special space that will help enhance the building of innovative start-ups in this sector. We decided to call this space Creative Incubator and suggest that it should be established in the area of Kasárne/Kulturpark (former militarybarracks) in Košice – /www.kulturpark.sk/ Partners: Košice 2013, n.o. has a very cooperative relationship with the European Capital of Culture RUHR.2010 and signed a memorandum of cooperation focused on transferring of know how especially in the topic of creative industries. Further, private sector involvement is also essential. To this end, a memorandum of cooperation was signed with the VSE – RWE energy company in November 2009 together with RUHR.2010. RWE is the general sponsor of RUHR.2010 in Germany and the company VSE in Košice by signing the memorandum became a bridge between the two European Capitals of Culture. The international partners and consultants for projects focussed on creative industries include Mind(21)factory – Stuttgart, the city of Stuttgart, Ortlos architects – Graz, British Council, RUHR.2010 European Capital of Culture. As education is indispensable to achieve this goal, cooperation of the Technical University Košice has been secured through the signing of a memorandum of cooperation. Cooperation in this area is also being developed with the Košice Self-Governing Region. Following discussions with partners it was suggested to hold an international conference to create a broader awareness of the topic of creative industries and technologies among local actors. The participation of internationally renown experts will increase visibility and interest among the general public in the topic. THE LEGENDARY SKINNY PUPPY (CANADA) LIVE IN THE KOŠICE BARRACKS / KULTURPARK

The Canadian legend of acoustic – industrial music, Skinny Puppy, will play their historically first concert in Košice, Slovakia, on 13th August 2010. The highly respected pioneers of electronic music of today have gained their prominent position in recent history and have thus become a source of inspiration for such bands as Nails, Front line Assembly, or Marilyn Manson. The post-industrial character of the Košice Barracks / Kulturpark is an ideal place for this concert, which promises a unique musical venture through its atmosphere. The musicians Cevin Key, Nivek Ogre, Mark Walk, and Justin Bennett will introduce their new album In Solvent See which will be released on 29th June. “it is one of the objectives of the project Košice – the European Capital of Culture to invite in the city top bands of world-wide recognition, which have not played here before and make the cultural offer complete for the public in Košice, but also to promote the city of Košice in the European context,” said Tomáš Makara, the dramaturgist of Kulturpark. The price of the ticket in the advance sale is € 18 in the Ticketportal network. The price for the ticket bought on the spot is € 23. Skinny Puppy came together in the year 1982 and consisted of the multi-instrumentalist, guitar player, percussionist, and keyboard player Cevin Key and the singer and author of lyrics Nivek Orge. A year later they recorded their demo Back and Forth and in the year 1984 they released their first EP Remission in the Canadian Label Network Records. In the year 1985 they released, in the cast extended in keyboard player Wilhelm Schroeder their debut Bites which met with success with both fans and critics in Canada, the United States, and Europe. The compositions “The Choke” or “Assimilate” were also successful in dance hit parades. Dwayne Goettel replace Wilhelm Schoeder in the year 1986 and the band in this cast released their second album Mind: The Perpetual Intercourse. The single “Dig it” immediately got into the Top 10 of the dance top list of the magazine Rolling Stone. The album “Clean, Fold and Manipulate (1987) received excellent reviews in many periodicals, the magazine People included. The tour intended for the promotion of the album “VIVIsectVI” (1988) was grandiose indeed. Excellent sound, impressive lights, and halls overcrowded with enthusiastic fans. After the release of “Too Dark Park” (1990), the album traditionally heaped with positive criticism, the ways of the band members diverged for a time and they made solo projects. Cevin, along with Dwayne, began collaborating in the project with Edward Kaspel from the legendary Pink Dots, while Orge collaborated with Ministry, Revolving Cocks, Pigface, and with the former bass guitar player Killing Joke Raven set up a joint band Welt. In the year 1995  the members of the band were shocked by an unexpected news of Goettel´s death, ho died of heroine overdose. Year 2010: Kuboshow (23./24.10.2010, Herne) The KUBOSHOW is an annual event held at the Flottmann-Hallen in Herne and constitutes an art show for works by young artists. USE THE C!TY FESTIVAL 12 – 14th june 2009, Košice   Project description: The slogan of the project INTERFACE, with which Košice won the title of the European Capital of Culture for 2013, is ‘USE THE CITY’. It invites the citizens of the city – its users – to go out into its streets and take an active part in the city’s public life; it invites them to engage with the art and culture offered by the urban space, and with one another. It is the aim of the street art festival of the same name – the USE THE C!TY FESTIVAL – to showcase all forms, genres and faces of street art. The festival’s programme will combine the presentation of work by Slovak and international artists with a variety of community-based activities. The programme will feature a broad range of subcultures and street art styles and genres, innovative forms of intervention into the public space and various ways of transforming the urban space. It will also contain non-artistic activities aimed at mobilising the general public. One of the aims of the festival is to initiate discussion about the possibilities offered by non-traditional art forms, using various artistic, cultural and civic interventions into the public space. Thus public education will form a significant part of the festival. It is envisaged the festival will become an annual flagship event of the project KOŠICE INTERFACE 2013. The key aim of the festival is the revitalisation of the city (and primarily its out-of-centre areas) and to open-up a creative and direct dialogue between street artists and the public. A number of artists, art groups and citizen initiatives are actively involved in the production of interesting street art in Košice and the surrounding region, and this festival aims to present and support their work. SPACE – Supporting Performing Arts Circulation in EuropeA project supported by the European Commission – Cultureas Pilot Project for Artist MobilityOpen Call for ApplicationsPERFORMING ARTS MANAGERS ON THE MOVEBackground:We are providing a professional and mobile European training programme to improveknowledge and understanding of the distribution of performing arts throughout Europe. We are looking for 30 individuals who will be divided into 2 separate groups. Each group willundergo a training programme of 16 months’ duration, made up of 5 sessions (each lasting 3days) and taking place in 5 European countries. The participants will learn about the specificperforming arts context in each of the host countries and about the challenges andopportunities of moving performing arts work around Europe. They will be offered the chanceto learn from and engage with national and Europe-wide networks and with organisations andindividuals working within the performing arts in Europe. The trainers themselves areperforming arts professionals with training expertise and with extensive experience in artsmanagement. Aims of the training: To acquire solid information on the context of each country’s performing arts sector. To learn the practical conditions and restrictions around the movement of work in thosecountries in order to improve one’s professional opportunities. To undergo a thorough and substantial European experience. To compare and confront one’s own working tools and touring experiences with those of other arts professionals. To create a network of arts professionals with shared experience and understanding in common. To develop a better understanding of Europe and its cultural diversity, both on apractical and on a political level. To understand and respond to the central challenge of sustainability as it impacts on the mobility of performing arts and artists. To develop an understanding of the importance and practice of international collaboration. Who can apply:We are looking for young professionals working in the administration, production or touring of performing arts and who are interested in improving their knowledge and understanding of the mobility of this work throughout Europe.   Candidates should be: Aged 35 years or under on the closing date of the application (June 14th 2009). With at least 3 years of professional experience, and current employment, in theperforming arts. Living and/or working in one of the European Countries. Fluent in spoken and written English. Applicants should submit their application and supporting documents in English and should expect a telephone conversation in English as part of the final selection process. With experience of working in an international context. We expect that successful candidates will be able to show: Evidence of having been personally responsible for initiating and developing at least one significant project. Evidence of a professional network, preferably transnational. Content and methodology:The pedagogical approach of the training is both theoretical and practical, and combinesmeeting local professionals with opportunities to share experiences. SPACE – Supporting Performing Arts Circulation in Europe Nine national cultural institutions with an international policy and practice created a platform toanalyse persistent imbalances (between countries, regions, artists, disciplines and performance venues) in terms of the circulation of performing arts works in Europe, and to experiment with new tools and mechanisms to reduce them. SPACE has created a 3 year-long project, supported by the European Union and based on three strands of activity. These are: The creation of an online tool, Travelogue, to collect and compare data and produce an analysis of any imbalances that exist. Mobile training programmes for performing arts managers, programmers and journalists/critics. The reinforcement of the institutional capacity within national support organisations throughout Europe. The partners in the SPACE project are: ONDA in Paris (National office for the circulation of performingArts), VTI in Brussels (Vlaams Theater Instituut), TIN in Amsterdam (Theater Instituut Nederlands),NTIL in Riga (New Theatre Institute of Latvia), British Council in London, ETI in Roma (Ente TeatraleItaliano), Pro Helvetia in Zürich, The Red House in Sofia, the Institut umění – Divadelní ústav (Artsand Theatre Institute) in Prague. La Belle Ouvrage is designing and delivering the pedagogical content of the performing arts managers’ training programme.
